  DRAFT Minutes of Lympsham Parish Council Meeting, 24th April 2006

COUNCILLORS PRESENT: Chairman, Capt. R G Evans, Vice Chair Mr S J Isaac, Mr J Hinton, Mrs E Male, Mrs J Santo, Mr B Gooding, Mr B Davis Also: District Councillor A Gilling and members of the public

36/06 MINUTES OF PREVIOUS MEETINGS - Were confirmed and signed.
37/06: MATTERS ARISING/FOR REPORT FROM PREVIOUS MEETINGS
• Lympsham School – School to plant 3 new trees, PC agrees. Chairman requested curtains to be re-attached and Harvest Home ctte to be approached to buy flagpole. Chair and Vice Chair to remove maypole.
• Village Plan - Eileen Male and John Hinton to launch with social event.
• Wessex Water -. Clerk still chasing: imminent meeting with Wessex and Highways
• Highways-/ Traffic along Rectory Way No extended speed limit on A370; consideration given to Slow Horses sign, Mrs Edworthy considering placing notice to dental surgery; missing road signs reported. Tree at Millfield Cottages has been cut back.
• Playground/ general maintenance report – Brian Gooding to sort out slide repair urgently; Clerk to take quotations for new slide seat.
• Footpaths – Paths inspected by SCC Footpaths Officer, Lympsham congratulated on excellent state of repair and nearly all open. Remaining ones will be opened by them in due course, plus some clearing on Rectory Way-Batch footpath. Walking Map: Clerk awaiting corrections from Cllrs.
• Manor Hall Report - New curtains needed: PC will be asked for donation.
• Memorial for Henry Counsell/ Churchyard closure: Clerk to write to vicar to invite him to next meeting.
• Vacancy for Parish Clerk: Interviews 22nd May (TBC)

38/06:CORRESPONDENCE OF NOTE: Mr Hemmings’ road sign: he can apply for planning permission to replace; Coastal Cluster meeting: no-one able to attend, Clerk to send apologies; Clerk to invite new village policeman to attend next meeting; Clerk’s tax return to be done on line (cost £25) and PC will get £225

39/06 PLANNING
Appeal allowed: Mr Burroughs’ wall -provided it is rendered in approved materials and colour and 1.5 metre hedge grown in front within 4 months.
Permission Granted James Counsell - provided the new track only is used and no lighting to car park or arena. Clerk reported resident queried no notification rec’d from SDC - this is normal, residents responsible for finding out results of application. Cllr Gooding reported new track not yet finished, but well under construction.
New applications. Mr Ball, Lower Farm, change of use: No Observations.
