Minutes of Lympsham Parish Council Meeting, 23 April 2007

Councillors Present: Capt. R .G. Evans (Chairman), Mr. B. Gooding, Mrs. P. Guess, Mr. J. Hinton & Mrs. E. Male.

Minutes were taken by the Clerk.

31/07 Apologies: A. Ham.

32/07 Minutes of Previous Meeting (19.3.07): were confirmed and signed.

33/07 Matters Arising / for report from previous meetings

• Lympsham School: Mrs. Male reported back from Manor Hall Comm. Meeting: 28th. June School will have a
full H & S inspection; building work likely to be delayed until July; new urn.
• Lympsham Pre-school: E.M. reported that permission for bridge is with Sedgemoor – over half money raised.
• Parish Plan: Clerk awaiting response from Rural Housing Enabler.
• Highways report: Subsidence in Slade Lane inspected – Sedgemoor to monitor. Clerk checking on signs in
Accommodation Road.
• Playground report: Clerk still contacting Wessex Water re box; Mrs. Guess ‘taking over’ inspection; bark now
‘topped up.’
• General Maintenance Issue: Clerk still pursuing allotments issue.
• Footpaths: Chair had surveyed all open footpaths – in good repair & reasonably well marked with help from
Somerset. Accommodation Road to Tratts Farm has nettles & badger holes; two closed footpaths – SCC
aware, but low category for reopening. Clerk to source signs re keeping to footpath.
• Manor Hall Report: E.M. reported that new curtains were being altered (old ones going to a worthwhile cause);
Clerk to investigate destination of past Wessex payment; remedies re damp in Hall being sought; still no
Caretaker – to be readvertised.
• Memorial for Henry Counsell: Clerk awaiting cheque from Counsell family re floodlighting. Chair showed
example of plaque for east wall of Pavilion – all agreed to suitability – would seek funding from local clubs.
• Churchyard: Clerk to arrange to see ‘key’ people; advised that hornbeam hedges are now recommended for
perimeter.
• Grounds Maintenance: ‘New’ contractors have started – good response.
• Village Events: Coffee Morning very successful, thanks to Mrs. Coles & Mrs. Male; monies raised divided
between W.I. & Children’s Hospice. A future morning planned for the summer, proceeds to a village cause.
• Clerk: Nothing to report.

34/07 Planning Applications:
661 Mr. & Mrs. C. Jordaan, Land to west of The Barn, Eastertown: Erection of stables – No observations.
662 Mr. C. Roche & Mrs. L. Phillips, Land to north of The Elms, Rectory Way: Erection of dwelling, garage
& formation of access – No observations.

35/07 Correspondence of note: Previously circulated and noted.

36/07 Finance Report: PC approved the signing of a letter to allow the Clerk to cash cheques for petty cash.

39/07 Grounds Maintenance Contract: Following comparison of six tenders received and discussion, the PC awarded an initial one-year contract to J.K. Gardening, subject to two references. Clerk to write to all concerned.

40/07 Forthcoming Elections: Annual Meeting of PC to precede meeting on 9th. May.

Items for discussion / Report at next meeting on 9th. May 2007: Revisions to Model Contract of Employment,
End of year accounts; future of prominent unused fields.
