Minutes of Lympsham Parish Council Meeting, 20 November 2006

Also five members of the public.
Minutes were taken by the Clerk.
107/06 Apologies: Capt. R .G. Evans.
98/06 Mr. S. Issac: The Chairman expressed the deep regret of
all present that Steve was no longer with us and it was unanimously
agreed to send a letter of condolence to Mrs. Isaac plus a donation
to the nominated charity in recognition of his long service to
the Council.
The Clerk would inform Sedgemoor Electoral Services of a vacancy.
99/06 Minutes of Previous Meetings - Were confirmed and signed.
100/06 Matters Arising / for report from previous meetings
• Lympsham School: Gate pillar repaired by School. B. Gooding
would check the situation of an encroaching ash tree. (Subsequently
agreed to felling, costs shared with Somerset CC.)
• Lympsham Pre-school: Following meeting on 5.10.06 chaired
by Alan Ham, the Clerk was endeavouring to ascertain who was
liable for the two car parks and roadway leading to the Pavilion
and the Chair provided a map of the area. A. Gilling, following
discussion with A. Ham, requested the map as it was hoped that
the Sedgemoor Traffic Manager would take on the task of advising
on safety / parking arrangements in the above area.
• Parish Plan: Clerk awaiting reply from representative
of Somerset CC to attend future meeting to advise re approaches
to affordable housing & sheltered accommodation.
• Highways report: Following Clerk’s e-mail to Safe
Routes to School Officer, the PC to make a formal request to
A. Gilling re footpath at start of Lympsham Road. Clerk to seek
update re progress of repairs to Rectory Way & Boundaries
road signs. Clerk reported on response re trading on highway.
• Playground report: B. Davis was thanked for painting
the equipment. The Clerk has arranged for some new bark chippings.
Following discussion, the Clerk will pursue possible sources
of funding for new play equipment.
• General Maintenance Issues: Memorial corner flagstones
to be cleaned at appropriate time.
• Footpaths: Nothing to report.
• Manor Hall Report: Nothing to report.
• Memorial for Henry Counsell: J. Hinton reported that
Churchwardens had received a verbal quote for floodlighting north
side of Church from ground level of £822-50.
• Churchyard closure: Chair is awaiting reply from local
landowner.
• Grounds Maintenance: Clerk continuing to seek advice
re specifications.
• Village Events: Clerk reported that Sports Club had agreed
to share costs of a future buffet with the PC.
• Clerk training: Clerk due to attend training course at
end of October. The Clerk sought permission to purchase a filing
cabinet for PC papers; this was unanimously agreed.
101/06 Planning: 652 Hobbs Boat Inn: 2
storey extension to provide 20 bedrooms & linking lobby – no
observations.
653 A. Carr, Church Farm, Church Lane: Felling of 2 sycamore
trees – no observations.
102/06: Correspondence of note: Previously
circulated and noted. Mrs. E. Male to attend Coastal Parish
Group meeting. £25
to be donated to Dorset & Somerset Air Ambulance.
103/06: Finance Report: Current Account: £6,281-47; Savings
Account: £6,025-52; Petty Cash Account: £19-36;
Player-Mason Account: £2,108-72. The remaining precept
funding had been received.
