Minutes of Lympsham Parish Council Meeting, 20 August 2007

Councillors Present: Mr. J. Hinton (Chairman), Mrs. P. Guess, Mr. B. Gooding, Mr. K. Hart & Mrs. E. Male.


Minutes were taken by the Clerk.

69/07 Apologies: Mr. G. Tuttiett & Mr. A. Gilling.

70/07 Minutes of Previous Meeting (18.7.07): were confirmed and signed.

71/07 Matters Arising / for report from previous meetings:

• Lympsham School: Clerk checking siting of new sign.
• Lympsham Pre-school: Nothing to report.
• Parish Plan: Nothing to report.
• Highways report: Some resurfacing in Rectory Way; query re drain in Church Lane; information from Somerset Freight Quality Partnership; speed limit sign down at end of Lympsham Road; concerns expressed re HGV use of village roads.
• Playground report: Following safety report, Clerk had arranged for contractors to refurbish bark & was following up recommendations; discussion re cost / durability of surfaces: Clerk to seek quotations with particular regard to safety, aesthetics, vandalism, etc. Tree protection required: B. Gooding to address.
• General Maintenance Issues: Although the ‘panes’ of the notice boards by the play area have been replaced after vandalism, the main notice board has been considerably weakened: Clerk to seek quotations and possibly a sponsor.
• Footpaths: Nothing to report.
• Manor Hall Report: Still no Caretaker.
• Churchyard: Clerk is pursuing the issue with the roads dept.
• Grounds Maintenance: Discussion re litter problem in area.
Village Events: The Royal British Legion Flower Show was mentioned as being well-organised; thanks to be passed on to the Sports Club re the music evening with the hope of a similar event in the future; another WI event in the future before Christmas; Harvest Home on 8th. September.


72/07 Planning Applications:
672 Mr. T.J. Collings, on land at The Barn, South Road, Lympsham: Formation of horse riding arena – application supported.
673 Mrs. P. Collings, Meadows Reach, South Road, Lympsham: Application for Certificate of lawfulness
for occupation of dwelling - application supported.

Clerk raised the issue of a parishioner who was not made aware of planning application issues re a nearby property: discussion followed about reduction of information from SDC / SCC.
