DRAFT Minutes of Lympsham Parish Council Meeting, 20 June 2007

Councillors Present: Mrs. P. Guess (Acting Chairman), Mr. B. Gooding, Mr. K. Hart, Mrs. E. Male &  Mr. G. Tuttiett*.
                                               
Minutes were taken by the Clerk.

52/07      Apologies: Mr. J. Hinton

53/07      Minutes of Previous Meeting (9.5.07): were confirmed and signed. (Prop: EM; Sec: KH)

54/07      Declaration of Acceptance: *completed by Mr. G. Tuttiett following proposal for co-option by K. Hart, seconded by
B. Gooding: carried unanimously.

55/07      Matters Arising / for report from previous meetings

  • Lympsham School: New building due to be started in September.
  • Lympsham Pre-school: Nothing to report.
  • Parish Plan: Nothing to report. Discussion re housing associations & future development.
  • Highways report: Damaged West Road speed signs reported; Clerk advised that Accommodation Road is in the North Somerset domain; speed counter on A370; verges & hedges trimmed.
  • Playground report: Clerk pursuing other funding for additional apparatus for Play Area: ideas discussed with a train & carriage being the favoured option.
  • General Maintenance Issues: Clerk still pursuing allotments, WW box issues; query re responsibility for fencing around cricket field. Clerk to pursue hedging issue along Lympsham Road. Clerk reported ‘Operation Cleansweep’ was due to start week commencing 9th. July: he would liase re local issues i.e. dog fouling & graffiti. Underage drinking: Clerk to liase with Support Officer. Quotation re ‘Memorial Cross’ accepted: Clerk to process whilst seeking additional funding. (Prop: Mrs. Male; Sec: B. Gooding)
  • Footpaths: Capt. Evans had agreed to oversee footpaths. Mrs. Guess reported that footpath off Rectory Way was now free of rubbish but evidence of dog fouling.
  • Manor Hall Report: Re Wessex payment: Clerk had checked that no payment had been received – he would ‘chase’. New curtains fitted.
  • Churchyard: Ongoing: Clerk contacting Rev. Lee & neighbour.
  • Grounds Maintenance: Nothing to report.
  • Village Events: The WI coffee morning / ‘bring & buy’ on Wednesday 18th. July – money raised to go to play area project. Church Fete on 30th. June; Open Gardens on 1st. July; sale of Harvest Home tickets on 18th. July.

Special mention given to popularity of Lympsham News.

  • Clerk:    Revisions to Model Contract of Employment & Code of Conduct for future meeting.

                               
56/07      Planning Applications:

  • Miss T. Middle, Malvern Retreat, Purving Row, Lympsham: Erection of single storey extension to side (north) elevation

 – No observations.

  • Lympsham Pre-School, land to NE of Lympsham First School: Erection of bridge over existing rhyne to provide access to pre-school – No observations, but concern expressed re lower access gate.
