of Lympsham Parish Council Meeting, 20 June 2005
COUNCILLORS PRESENT: Chairman, Capt. R G Evans,
Mr S J Isaac, Mr B Davis, Mrs E Male, Mrs J Santo, Mr H Hinton,
Mr B Gooding
Also Present: County Councillor Alan Ham and members of the public.
MINUTES were taken by Clerk
33/05 District Councillor Mr A Gilling sent his apologies via
County Councillor Ham and were accepted by the Parish Council.
34/05 MINUTES OF PREVIOUS MEETING were confirmed and signed.
35 /05 DECLARATIONS OF INTEREST: For Mr & Mrs Freeman.: Declarations
of Personal Interest : Capt. Evans, Mr B Gooding, Mr S Isaac;
For Mr & Mrs Addis: Mr J Hinton; for Mr Paget: none.
36/05 PLANNING Applications decided at this meeting
Freeman: use of land to site agricultural worker’s mobile home.
The PC cannot support this application
Addis: Erection of single storey extension with living accommodation
in loft, partly on site of garage to be demolished.: The PC supports.
Paget: Change of use from agricultural land to touring caravan
site and formation of new access, closure of two existing accesses:
The PC does not support.
Previously decided
Haggertys, Manor Cottage: Conversion of outbuildings and erection
of link; No observations
Fisher, Dilston, Boat Lane: Erection of single storey extension
to north elevation; No observations but request permission is
limited to single storey
Permission granted: Astills: Permission to build detached dwelling,
double garage and parking area.
37/05: MATTERS ARISING/FOR REPORT FROM PREVIOUS MEETINGS
New section of footpath on Lympsham Road. Clerk is awaiting reply
from Sedgemoor re: ownership of land. Cllr Ham has offered to
assist in asking Highways to pay for Tarmacing of footpath
Lympsham First Time Sewerage Scheme John Hinton reported satisfactory
repairs on Slade Lane
HGV Traffic along Rectory Way Clerk awaiting reply from SCC about
having a speed data recorder. Cllr Ham will assist with advice
on ban on HGVs through Rectory Way when necessary.
Lympsham School Railings have been painted.
Pre-School Report. Cllr Ham reported £100,000 will be needed
for new Elliot building
Playground Report/General Repairs Action: Chairman has repaired
unstable notice board at Copse Corner. Brian Gooding has ordered
new bench. ( Cllr Ham left the meeting after this item)
Footpaths. Chairman has cut back path by Mr Fry’s. Clerk reported
request from East Brent who want to hear from users of Delhorn
Lane with view to applying to make it all public footpath. Clerk
to attend meeting later this month to find about grants for public
footpath “furniture.”
Manor Hall Report Painting to be discussed next meeting
38/05:CORRESPONDENCE OF NOTE List previously circulated and noted.
Clerk drew attention to letter from Cllr Ham concerning election
results.
39/05 FINANCE REPORT: Current Account: £5410.21 Savings
Account: £14,295.10 Petty Cash: £46.20

Cheques to be authorised and signed this meeting: 100634Clerk's
salary, 3 months x £374.40= 1123.20 + £100 quarterly

40/05 Audit Feedback: Clerk informed meeting that in future, the
grant to St Christopher’s Church must be put in a restricted fund,
for upkeep of the churchyard only, and can only be made after
the Parish Council has inspected the PCC audited accounts.
41/05 Request for grant from Vitalise - refused
42/05 Request for grant to pay for music at Trafalgar Day party
– agreed, Clerk to report back at next meeting.
43/05 Clerk’s request for funding to get churchyard records computerised.
PC will pay half if PCC will pay other half.
44/05 Clerk’s contract :to be dealt with next meeting
45/05 Legal Matters: Jeff Brown’s Garage: Application for liquor
licence: the PC has no observations
46/05 THE BOUNDARIES HOUSING ASSOCIATION Mr B Wright reported
to the Parish Council that he is looking into the original documentation
concerning these houses; Clerk to liaise and follow up if necessary.
47/05 NORTH PARISHES MEETING REPORT: Eileen Male reported amongst
other topics, review of light touch audit and Quality Parish Councils.
48/05 COASTAL PARISHES CLUSTER MEETING: Clerk reported future
opening of new hospital in Shepton Mallet dealing in orthopaedics,
eye surgery with only 4 weeks wait for Somerset residents, also
new doctors’ out of hours- notice in Lympsham News.
49/05 TRAFALGAR DAY CELEBRATIONS – To be held at Batch House Country
Hotel on October 21st Charities: Royal British Legion and Royal
Agricultural Benevolent Association.
50/05 ITEMS FOR DISCUSSION / REPORT AT NEXT MEETING: Village Design
Plan /Review of Standing Orders and Financial Regulations deferred
to July Meeting because of pressure of business in June meeting;
Batch railway bridge.
