Draft Minutes of Lympsham Parish Council Meeting, 19 November 2007

Councillors Present: Mr. J. Hinton (Chairman), Mrs. P. Guess, Mr. K. Hart, Mrs. E. Male,
Mr. G. Tuttiett & *Mrs K. Kelson.

Minutes were taken by the Clerk.

96/07 Apologies: Mr. B. Gooding, Mr. A. Ham & Mr. A. Gilling.

97/07 Minutes of Previous Meeting (26.10.07): were confirmed and signed.

98/07 Declaration of Acceptance: *completed by Mrs. K. Kelson following proposal for co-option by Mrs. P. Guess, seconded by K. Hart: carried unanimously.

99/07 Matters Arising / for report from previous meetings:

• Lympsham School: Still awaiting start of building work.
• Lympsham Pre-school: No report.
• Parish Plan: Clerk awaiting response re proposed questionnaire.
• Highways report: K. Hart is liasing re flooding issue along Lympsham Road by The Boundaries: work on this and along Lympsham Road proposed for December or March. Clerk to contact Drainage Dept. re rhyne near Purving Row.
• Playground report: Thank you to R. Evans for tidying up after firework display; less rubbish found recently; large double swing to be checked. Following discussion re new item of play area equipment, Clerk authorised to pursue project up to the sum of £7,000 (to inc. safety surface) and to seek other funding sources. [Proposed: Mrs. E. Male; seconded: G. Tuttiett - carried unanimously.]
• General Maintenance Issues: Quotes re new notice board still being sought; Clerk asked to contact Sedgemoor re leaf clearance.
• Footpaths: Clerk attended Rights of Way meeting and signed for tool kit, folder, etc. which has been passed on to R. Evans. Way markers to be requested.
• Manor Hall Report: New lights fitted.
• Churchyard: Clerk met with agent who has suggested possible checklist: Clerk to liase with K. Hart re archaeological findings.
• Grounds Maintenance: Householder in Church Lane is happy to care for corner patch of grass and plants.
• Neighbourhood Watch: Several volunteers, but still a need to cover Boat Lane, Bridgwater Road, Ferry Lane, Lympsham Road, The Worthings and Worthy Crescent: Clerk to include in Lympsham News. Meeting to be arranged in early 2008
• Village Events: Thanks to Sports Club for Firework Display. New Year’s Eve in the Pavilion will be a cocktail event. W.I. Coffee Morning in Pavilion on Wednesday 30th. January 2008.
• Village History: K. Hart suggested that the three books on Lympsham’s history could be republished in one volume as there would be no copyright issues and any profit could go to support a Lympsham project; K. Hart to liase with P. Kelson.
• Clerk: SLCC Conference: Clerk will attend.


100/07 Planning Applications:
682 Whitbread Operations, land at Hobbs Boat Inn, Bridgwater Road: display of various illuminated & non illuminated signs
– No observations.

101/07 Correspondence of note: Previously circulated and noted. Re request for funding re Olympics: it was noted that the PC was heavily committed to providing for its own facilities.

102/07 Finance Report:

S/A: £9,173-68 (inc. transfer of money from C/A)
