Minutes of Lympsham Parish Council Meeting,
19 June 2006
Councillors Present: Capt. R .G. Evans (Chairman),
Mr. B. Gooding, Mr. J. Hinton, Mr. S. Isaac, Mrs. E. Male, Mrs.
J. Santo. Also: P.C. P. Hocking & members of the public. Minutes
were taken by the newly appointed Clerk.
61/06 Apologies: Mr. B. Davis, County Councillor
A. Ham & District Councillor A. Gilling.
62/06 Minutes of Previous Meetings - Were confirmed
and signed.
63/06 P.C. Hocking was invited to comment: took
over area from 1st. April 2006; reported concerns re dogs &
damage to road signs. Invited contact re any problems.
64/06: Matters Arising / for report from previous
meetings
Village Design Statement Plan: Thanks to Eileen Male and John
Hinton for organising launch plus refreshments at meeting on 10th.
July, to be attended by representatives from Sedgemoor / Somerset.
Wessex Water: Still awaiting response re verges & field;
individual need to push their requirements.
Final reparations should be accomplished by summer; road repair
liable 3 years after last repair.
Highways inc. Traffic along Rectory Way: Responsibility disputed
between Highways & Wessex Water. Disatisfaction expressed
re state of road after various road collapses & leaks plus
great concern re volume of HGV considering use by mothers and
children. Signs re horses & dentist were being organised.
Clerk to arrange site meeting with Mr. Betty & to invite senior
officer to meeting.
Playground/ general maintenance report: Toddler swing replaced
but new chains increased costs. Area fine and recently litter
free, but latch on gate to car park faulty. [RGE to fix]
Footpaths: Thanks to Eileen Harrington for her work on leaflet.
Three footpaths needing clearing plus a few waymarkers missing.
Manor Hall Report: Redundant chairs on offer; no news re damage
to gate post; kitchen cleaner post still vacant.
Memorial for Henry Counsell: Nothing to report.
Churchyard closure: Discussion to be held with Mr. J. Counsell
re possible solution.
Memorial Corner flagstones: Need to treat as slippery when wet.
Report on SCC & Parish Council Meeting 5.6.06: Mrs. E. Male
reported back. Possibiity that PC might be requested to have a
base for CSO.
65/06: Planning:
Mrs. Freeman: appeal: [Declarations of interest: R. Evans &
S. Isaacs: Personal; B. Gooding: Personal and Prejudicial Cllr
Gooding withdrew at 8.21 p.m.] No material change from previous
judgement of Sedgemoor so objections still stand.
Mr. & Mrs. Simpson, Willow Pond Boat Lane: application for
single storey extension and erection of conservatory no observations.
Mr.Wilford, Land to west of Sunnyside, Eastertown: Residential
development objections as before (outside village boundary &
could increase traffic).
Mr. & Mrs. Harvey, Knotts Cottage: application for two storey
side extension no observations.
