Draft Minutes of Lympsham Parish Council Meeting, 19 March 2007

Councillors Present: Capt. R .G. Evans (Chairman), Mr. B. Gooding, Mr. J. Hinton & Mrs. E. Male.

Minutes were taken by the Clerk.

22/07 Apologies: Mrs. P. Guess.

23/07 Minutes of Previous Meeting: were confirmed and signed.

24/07 Matters Arising / for report from previous meetings

• Lympsham School: The Tennis Club has arranged for an alternative court for league when building takes place.
• Lympsham Pre-school: Nothing reported.
• Parish Plan: Clerk contacting Rural Housing Enabler re survey to go with Lympsham News possibly in June.
• Highways report: No problems reported as yet re main drainage.
Playground report: Slide now welded; Clerk to contact Wessex Water re box.
• General Maintenance Issue: Clerk still pursuing allotments issue.
• Footpaths: Had been walked by Councillors; one sign replaced by SCC.
• Manor Hall Report: Clerk following up insurance issues.
• Memorial for Henry Counsell: Sourcing of plaque ongoing.
• Churchyard: Clerk investigating.
• Grounds Maintenance: See 29/07 below.
• Village Events: 10.30 a.m. Wednesday, 28th.March Coffee Morning & ‘Bring & Buy’ at Pavilion; Sports Club ‘Family Fun’ afternoon on 7th. May 2007 to commemorate 15 years anniversary of the Sports Pavilion: local societies invited to run a stall.
• Clerk: PC approved ‘voucher scheme’ for ‘New Resident Pack’ – Clerk to initiate.
Revised Model Contract of Employment received – Chair & Clerk to review.

25/07 Planning Applications:
Mr. C.A. Tincknell, The Forge, Church Road, Lympsham: Crown thin & pollard to trunk, one willow & one ash tree – approval received from Sedgemoor.
660 Mr. & Mrs. Elliott, Delhorn Boarding Kennels: Retention of one non-illuminated, free-standing sign – no observations.

26/07 Correspondence of note: Previously circulated and noted.

27/07 Finance Report: PC approved transfer of £2,000 from S/A to C/A. PC advised of ‘returned’ cheque.
C/A: £2,694-36 (after transfer of funds from S/A) S/A: £4,066-10
Player-Mason A/C: £2,132-99 Petty Cash: £105-19

28/07 Cheques issued this meeting: 100866 Lympsham Tennis Club £1,000; 100867 SALC (Affil. Fee);
100868 Clerk’s pay (less PAYE) & expenses £400-98.

29/07 Grounds Maintenance Contract: Following comparison of six tenders received and discussion, the PC awarded an initial one-year contract to J.K. Gardening, subject to two references. Clerk to write to all concerned.

30/07 Forthcoming Elections: Annual Meeting of PC to precede meeting on 9th. May.

Employment, End of year accounts.
