Minutes of Lympsham Parish Council Meeting, 19 February 2007

Councillors Present: Capt. R .G. Evans (Chairman), Mr. B. Gooding, Mrs. P. Guess, Mr. J. Hinton,
Mrs. E. Male. Also in attendance: 1 member of the public (Press).

Minutes were taken by the Clerk.

14/07 Apologies: None.

15/07 Minutes of Previous Meeting: were confirmed and signed.

16/07 Matters Arising / for report from previous meetings

The Chairman expressed thanks for positive publicity of presentation to retiring postman in the local press.

• Lympsham School: Nothing reported.

• Lympsham Pre-school: Nothing reported.

• Parish Plan: Letter of thanks received from last month’s speaker. Concerns discussed re previous housing schemes and need to consider needs of both young and elderly. Clerk to follow up future survey, possibly with Lympsham News.

• Highways report: Speed warning sign on West Road damaged; Clerk to write expressing thanks re new signs and works.

• Playground report: B. Gooding volunteered to continue Play Area inspections; thanks expressed to Clerk and helpers for bark replacement; query re responsibility for leisure area in Boat Lane: David Wilson responsible.

Several complaints re dog deposits in Village: Clerk has written article in Parish News, awaiting area designations from SDC and would seek further notices. Thanks conveyed to Mrs. Guess for dealing with recent issue.

• General Maintenance Issues: Memorial Corner (‘old gate post corner’) flagstones have been cleaned thanks to Master Gooding. Clerk still pursuing allotments issue.
Footpaths: Authority had received recent questionnaire.

• Manor Hall Report: Mrs. Male reported back from January meeting: question re responsibility for local areas: Clerk to liase with Manor Hall, Sports Club and interested parties: fire risk assessment carried out, recommendations followed; curtains ongoing; any alterations re site should be notified to Manor Hall Committee; Mrs S. Davis operating booking procedure; Eileen agreed to represent the PC; next meeting 18.4.07.

• Memorial for Henry Counsell: Chairman sourcing appropriate plaque.

• Grounds Maintenance: PC accepted Clerk’s draft advertisement to be placed on notice boards and in Weston Mercury. Tenders to be in by 16.3.07 to be discussed at next meeting.

• Village Events: Sports Club to arrange a ‘Family Fun’ afternoon on 7th. May 2007 to commemorate 15 years anniversary of the Sports Pavilion: local societies to be invited to run a stall.

• Coastal Parish Cluster: Mrs. Male kindly attended special meeting when new Unitary Authority plans discussed: next meeting in Burnham-on-Sea 14.3.07

17/07 Planning Applications:
657 Mr. J. Brown, Batch Country House Hotel: Erection of single storey extension to North elevation to form conference & banqueting suite & 8 bedrooms – No observations.
658 Dr. & Mrs. S.L. Aung, 11 The Crescent, Lympsham: Conversion of loft to living accommodation inc. installation of dormer windows to West & East elevations – No observations.
659 Mr. C.A. Tincknell, The Forge, Church Road, Lympsham: Crown thin & pollard to trunk, one willow & one ash tree – No observations.

18/07 Correspondence of note: Previously circulated and noted.
Discussion re pupil’s suggestion for bus shelter: problems re design and position – Clerk had sought advice from Sedgemoor.
Consideration given to extra ‘volunteers’ for distribution of Lympsham News.
