Minutes of Lympsham Parish Council Meeting, 18 September 2006

Councillors Present:    Capt. R .G. Evans (Chairman), Mr. B. Davis, Mr. B. Gooding, Mr. J. Hinton, Mr. S. Isaac,
Mrs. E. Male.
Minutes were taken by the Clerk.

86/06  Apologies: Mrs. J. Santo.

87/06 Minutes of Previous Meetings - Were confirmed and signed.

88/06 Matters Arising / for report from previous meetings

  • Lympsham School: Chair & Clerk attended meeting re proposed extra classroom plus provision for disabled; PC approved in principle until official plans are presented.
  • Lympsham Pre-school: Meeting on 5.10.06 at 7.30 p.m. chaired by Alan Ham; Chair, B. Davis, B. Gooding, J. Hinton, S. Isaac & the Clerk hoped to attend. [Chair to liase with Alan Ham.]
  • Parish Plan: Report in Parish mag; thanks to Mrs. Male & J. Hinton. [Clerk to invite representative from Somerset CC to attend future meeting to advise re approaches to affordable housing & sheltered accommodation.]
  • Highways report: Clerk & J. Isaac reported back on their meetings with C. Betty & L. Gill; drainage by The Boundaries to be addressed in next financial year, pot-holes to be filled, surface dressing of Rectory Way to be submitted for 2008, L. Gill contacting Wessex Water re issues. (Boundaries road signs due Sept.)
  • Playground report: Bark needs to be replaced. [Clerk to arrange] B. Davies agreed to repaint the playground equipment; slide to be welded. B. Gooding will deliver bench to B. Davies.
  • General Maintenance Issues: Notice-board replaced at Copse Corner. Memorial corner flagstones to be cleaned in wet weather. Railings installed.
  • Footpaths: New footpaths board erected outside Manor Hall. Two more footpaths cleared, with two awaiting clearance.
  • Manor Hall Report: Awaiting draft of new Manor Hall School sign. Sound System plus storage purchased through PC. Harvest Home has donated £300 for new flagpole.
  • Memorial for Henry Counsell: PCC have matter in hand – J. Hinton to check on progress as PC has now received the donated money.
  • Churchyard closure: Chair to write to local landowners.
  • Village Events: The successes of the British Legion Flower Show and the Harvest Home were discussed. [Chair to write to organisers.] Future events were noted.
  • Clerk training: PC had received bursary to support this.

89/06    Planning: 651 J. Brown, Batch Country House Hotel: erection of two storey extension. No observations.

90/06: Correspondence of note: Previously circulated and noted.

91/06: Finance Report: Current Account: £684-88; Savings Account: £5,967-76; Petty Cash Account: £59-32;
 Player-Mason Account: £2085-92 (after approved transfer of funds & payments of cheques).
Clerk explained that VAT monies would be applied for soon & that the Audit had been approved & PC noted the auditor’s recommendations.

95/06: Grounds Maintenance:   Clerk to seek advice re specifications in order to seek tenders before next spring.

96/06: Items for discussion / Report at next meeting: Youth facilities in Parish.
