Minutes of Lympsham Parish Council Meeting, 18 July 2007
Councillors Present: Mr. J. Hinton (Chairman), Mrs. P. Guess, Mr. K. Hart, Mrs. E. Male & Mr. G. Tuttiett.
Also in attendance: Mr. A. Gilling (District Councillor) & PCSO S. Haydon.
Minutes were taken by the Clerk.
61/07 Apologies: Mr. B. Gooding
62/07 Minutes of Previous Meeting (20.6.07): were confirmed and signed. (J. Hinton thanked Mrs. Guess for chairing meeting.)
63/07 Neighbourhood Policing Team: Chair welcomed PCSO Sam Haydon; following discussion re crime prevention, the Clerk was asked to contact existing Neighbourhood Watch co-ordinators to see whether they could widen their areas or offer support. PCSO Haydon to see if Clerk could receive local crime updates in the light of recent burglaries.
64/07 Matters Arising / for report from previous meetings:
• Lympsham School: Old sheds replaced by two new ones.
• Lympsham Pre-school: Funding still required.
• Parish Plan: Nothing to report.
• Highways report: Disappointment expressed that area along Lympsham Road that had been levelled & seeded had already been damaged by heavy vehicles. Discussion re road safety & speed limits on main road: PC will support petition with a letter in support of lowering the speed limit.
• Playground report: Clerk still pursuing other funding for Play Area train & carriage; appreciation expressed to WI for donation from recent Coffee morning. ROSPA report coming soon.
• General Maintenance Issues: Memorial plaque inscription agreed. G. Tuttiett sorting out bus shelter plaque.
• Footpaths: Capt. Evans had reported that all footpaths were in reasonable repair.
• Manor Hall Report: Mrs. Male attended recent meeting: a health & safety inspection had taken place – awaiting report; curtains project nearly complete; quote due to combat damp in hall; smoking prohibition in grounds; new lighting suggested; railings due to be taken down latter part of August, track laid & portaloo installed ready for school building work; concern expressed re siting of new school sign – Clerk to seek clarification. Chair would try to go to next meeting & possible candidate for caretaker suggested.
• Churchyard: Ongoing.
• Grounds Maintenance: Nothing to report.
• Village Events: The WI coffee morning was very successful – possibly another event before Christmas; Church Fete raised a goodly sum despite the weather; another successful annual RBL outing; School Fair raised £1,500.
To come: 4th. August - RBL Flower Show; 8th. September – Harvest Home.
65/07 Planning Applications:
669 Mr. A. Godfrey, 2 Mill House, Rectory Way: Erection of hay barn – No observations.
670 Lympsham First School: Extension to form classroom & alterations to form disabled-accessible toilet
- concern to be expressed re need for any damage to adjoining tennis court surface, fencing
& furniture to be made good.
671 Whitbread / Hobb’s Boat: Extension (amended plan) – No observations
Concern expressed re lack of direct information from Sedgemoor about results of applications & appeals:
A. Gilling to investigate. Possibility of training session for Councillors & Clerks re planning.
