Minutes of Lympsham Parish Council Meeting, 17 September 2007
Councillors Present: Mr. J. Hinton (Chairman), Mr. B. Gooding, Mr. K. Hart & Mr. G. Tuttiett.
Also in attendance for part of the meeting: PC A. Alsford & PCSO S. Haydon.
Minutes were taken by the Clerk.
77/07 Apologies: Mrs. P. Guess, Mrs. E. Male, Mr. A. Ham & Mr. A. Gilling.
78/07 Minutes of Previous Meeting (20.8.07): were confirmed and signed.
79/07 Matters Arising / for report from previous meetings:
• Lympsham School: Sign installed but difficult to read; use of premises late at night referred to PC Alford.
• Lympsham Pre-school: CDs now being sold to support funds.
• Parish Plan: Nothing to report.
• Highways report: K. Hart liasing re flooding issue along Lympsham Road by The Boundaries; Clerk reporting ‘fallen’ speed restriction sign.
• Playground report: Clerk seeking quotes re surfacing; B. Gooding checking on tree protection; more rubbish noticed recently.
• General Maintenance Issues: Possible sponsor of notice board likely.
• Footpaths: Nothing to report.
• Manor Hall Report: Nothing to report.
• Churchyard: Meeting planned with representative from Highways to discuss possible new entrance / exit.
• Grounds Maintenance: Contractor had been advised re collection of grass; discussion re hedge heights and need for trimming: Clerk reminded meeting that PC contractors are only required to trim the side from The Boundaries to play area, but not householder’s hedges – B. Gooding to deal with some of the other hedging. Discussion re pavement width and visibility along Church Road: Clerk to investigate.
• Neighbourhood Watch: PC keen to promote scheme in Lympsham & Eastertown; Clerk had asked for prospective co-ordinators in forthcoming Lympsham News; G. Tuttiett volunteered to ‘cover’ Eastertown; requested that during interim, Clerk be given notice of district concerns. Police also to give information re ‘Nominate a neighbour scheme’ and Hallowe’en warning.
• Village Events: The Harvest Home Committee was commended for the brilliant Harvest Home: a relaxed occasion that ran exceedingly smoothly. The Pavilion Firework evening is on Saturday 3rd. November.
• Clerk: Wessex Water had been contacted re non-payment of sewerage station lease – investigations proceeding. Clerk would attend presentation for Parish Councillors in Bridgwater re Development Control on 19.9.07 and SLCC meeting on 28.9.07 in Yeovil re ‘Bullying & Burials.’

674 Whitbread Operations / Hobbs Boat Inn, Bridgwater Road: Display of various signs – No observations.

84/07 Adoption of the new revised Code of Conduct, including paragraph 12 (2): Following discussion J. Hinton proposed the adoption, seconded by B. Gooding – unanimously carried; Clerk to inform Sedgemoor and Standards Board.
