Draft Minutes of Lympsham Parish Council Meeting, 17 March 2008

Councillors Present: Mr. J. Hinton (Chairman), Mr. B. Gooding, Mr. K. Hart, Mrs. E. Male & Mr. G. Tuttiett.

Minutes were taken by the Clerk.

16/08 Apologies: Mrs. P. Guess, Mr. A. Ham & Mr. A. Gilling.

17/08 Minutes of Previous Meeting (18.2.08): were confirmed and signed.

18/08 Matters Arising / for report from previous meetings: Chair raised issue of vacant seat: he would ‘sound out’ possibilities.

• Lympsham School: New building timetable on target.
• Lympsham Pre-school: reported that funding for the Elliott building had been found and could be in use by October.
• Parish Plan: Questionnaire went out preceding week with Lympsham News.
• Highways report: Re drains by Tara & Blakeney plus others: Clerk had reported & encouraged others to report issues. Re Lympsham Road / Boundaries: despite District Councillor investigating, Authority unable to commit funding. Re possibility of moving bus stop and / or installing a shelter: Clerk had been referred by First Bus to Local Authority. Clerk to notify Highways of subsidence along Lympsham Road near A370.
• Playground report: B. Gooding to remove damaged tree; new equipment due to be installed end of April.
• General Maintenance Issues: Notice board being replaced soon.
• Footpaths: Clerk met with Dog Warden who toured area with extra signs & would return at later dates; B. Gooding would also supply signs.
• Manor Hall Report: Mrs. Male volunteered to attend next meeting on 16th April; door lock not working properly; no Caretaker as yet.
• Churchyard: Landowner setting up further meeting.
• Grounds Maintenance: Clerk reported that current contractor was prepared to carry on contract this year.
• Neighbourhood Watch: Unfortunately PCSO seconded to different post elsewhere, so awaiting response from her colleagues; volunteers found to ‘cover’ The Boundaries.
• Village Events: Harvest Home Easter Egg Hunt on 23.3.08; Tennis Club AGM on 26.3.08; Sports Club AGM on 28.3.08; Church Race Night Dinner 12.4.08. Agreed to donate ‘Parish Plate’ as annual award to Flower Show Committee: B. Gooding to source.
• Village History: Still awaiting publication cost quotations.
• Changes to Doctors’ Surgeries: Need to encourage people to fill in survey forms or make representations.
• Provision of Defibrillator: Ongoing.
• County / District Issues: Thanks to B. Gooding for attending Flooding Fair – reported on interesting presentations.
• Post Office / Shop: Although led to believe that our P.O. will not be closed, currently in period of consultation, which may affect situation. Still needs support.
• Clerk: All agreed that the Annual Parish Meeting would be held at 7.30 p.m. on Wednesday 21st May prior to that month’s PC meeting. Reports on Freedom of Information & Records Management meeting and Parish & Towns Annual Meeting; Clerk to draw up ‘Retention Schedule’; Clerk signed Sedgemoor Charter on behalf of PC; Mrs. Male volunteered to attend the next Parish Cluster (inc. PACT) meeting.

694 Miss H. Allsopp, Hideaway, Batch Lane, Lympsham: Erection of two single storey extensions to North elevation,
on site of existing (to be demolished) – No observations.

24/08 Items for Discussion / Report at next meeting: Corner of pillar by Manor Hall / School damaged; Cricket Club investigating
purchase of side screens.
