Minutes of Lympsham Parish Council Meeting, 15 September 2008

Councillors Present: Mr. J. Hinton (Chairman), Mr. B. Gooding, Mrs. P. Guess, Mr. K. Hart, Mr. R. Jones,
                                                                                                                            Mrs. E. Male & Mr. G. Tuttiett.
        Also attending: PCSO P. Dixon.

Minutes were taken by the Clerk.

69/08      Apologies: None.

70/08      Minutes of Previous Meeting (23.7.08): were confirmed and signed.

71/08      Matters Arising / for report from previous meetings:

  • Neighbourhood Watch: Initial meeting of West Road group this week, Eastertown end of September; other groups ongoing with Boundaries particularly proactive; still some areas to cover. Discussion re parking by School: PCSO monitoring. Possibility of regular beat surgery in village; discussions re communication & speed limits.
  • Lympsham School: Nothing to report.
  • Manor Hall Report: Walls now plastered; will be repainted during the next holiday. Mrs. Male to attend next meeting.
  • Lympsham Pre-school: Clerk explained ongoing research re right of way; Clerk to attend next Committee meeting & acknowledged receipt of amended plans.
  • Highways report: Subsidence on Lympsham Road just repaired; potential problems along Bridgwater Road opposite Copse Corner with overgrown trees.
  • Playground report: Train bell missing; Play Area repairs completed. Following discussion re surfacing quotes, it was agreed to deal with the three swing areas this year [Proposed by B. Gooding, seconded by Mrs. Guess]: Clerk to arrange. Following a reply from the Harvest Home Committee re previous donation, it was agreed that B. Gooding would source a suitable bench / table for the Play Area [Proposed by Mrs. Guess, seconded by R. Jones].
  • Grounds Maintenance: Clerk to respond to letter re horse chestnut tree on Bridgwater Road.
  • Footpaths: Request for volunteer supervisor placed in Lympsham News.
  • General Maintenance Issues: Dog bins now installed & positive responses received. Clerk to contact refuse / recycling dept. re limited response to complaints.
  • Churchyard: The Chairman explained that Mr. S. Price was undertaking the project planning inc. conferring with neighbours, & briefed PC on current stage: PC is committed to funding the initial setting up – awaiting estimated costs.
  • Village Events: Although disappointing that Harvest Home was cancelled, PC commended Harvest Home Committee on making the best of the situation. K. Hart has been asked to contribute an article about Lympsham to the magazine ’Thatch.’
  • Members Community Grants: Discussion re meeting at East Brent: Clerk to research costs of bus stop move & shelter. Next meeting on 15th October.
  • Affordable Housing: Clerk to contact Rural Housing Enabler: Chair, G. Tuttiett & B. Gooding to be part of working group.
  • Stonebow Farm: no reply as yet.
  • County / District Issues: Nothing to report.
  • Clerk: Web-site now up to date where possible.

              705 Mr & Mrs. Barr, 11 Worthy Crescent: Erection of two-storey extension – now amended to single storey
 – previously dealt with.

706 Mr. & Mrs. C. Chard, 3 Bridgwater Road, Lympsham: Variation of condition 5 of 31/04/36 to alter the window
 in the first floor side elevation – Objection: does not conform to original application & unsightly.
               
                [Mrs. Guess declared an interest in the following application]

  • Mrs. Lindsay, 17 Ferry Lane, Lympsham: Erection of conservatory to south elevation – supported.
