Draft Minutes of Lympsham Parish Council Meeting, 15 January 2007 

Councillors Present:          Capt. R .G. Evans (Chairman), Mr. B. Gooding, Mrs. P. Guess*, Mr. J. Hinton, Mrs. E. Male &  Mr. A. Gilling (District Councillor).
Also attending: Mr. F. Marsh, Somerset Rural Housing Enabler.

Minutes were taken by the Clerk.
                                                                                                            
1/07        Apologies: None.

2/07        Minutes of Previous Meeting: were confirmed and signed.

3/07        Declaration of Acceptance: *completed by Mrs. P. Guess.

4/07      The Chairman referred to the sad loss of Brian Davis and paid tribute to the numerous
             Village activities that he supported.
               
             The Chairman welcomed the co-option of Mrs. P. Guess as Parish Councillor.
5/07        Matters Arising / for report from previous meetings

  • Lympsham School: The Clerk informed the meeting that the Tennis Club had received a letter from County Surveyor re the new building & were having a site meeting later in the week re concerns; the Chairman expressed a hope that a suitable agreement would be reached.
  • Lympsham Pre-school: Chairman thanked Mr. Gilling for surveying the car parking area.
  • Highways report: Another horse warning sign on Rectory Way.
  • Playground report: The Chairman would cover the weekly checks temporarily; Clerk would arrange the bark refurbishment.
  • General Maintenance Issues: Memorial Corner flagstones still to be cleaned; Church Road sign in rhine has now disappeared.
  • Footpaths: The Chairman explained completed questionnaire – Clerk to send. Restricted bridle way sign at Purving Row;

Mr. Gooding to check South Road bridle way.

  • Manor Hall Report: Mrs. Male to attend next meeting of Committee.
  • Memorial for Henry Counsell: Floodlighting now installed – correction required due to reflected light issues. Clerk reported that Counsell family would donate outstanding costs.
  • Grounds Maintenance: Clerk continuing to seek advice re specifications.

6/07        Rural Affordable Housing Projects [Linked to Parish Plan]: Mr. Marsh gave explanation of the background and the process, including the survey required; after discussion, the Chairman thanked Mr. Marsh for his clear presentation.
 
7/07        Churchyard closure: Following discussion, PC requested Clerk to pursue various lines of enquiry.

8/07        Parish Council Elections: Clerk introduced ‘Democracy Pack’ from SALC and was authorised to proceed with ‘publishing’ necessary information.
                               
9/07        Planning Applications: 656 Miss T. Middle, Malvern Retreat, Purving Row, Lympsham: Erection of single storey extension to side (north) elevation. No observations.

10/07      Correspondence of note: Previously circulated and noted.
PC agreed to send letter to Somerset CEO re concerns about unitary status.
ASB information – PC supports a positive approach.
Dog Control / Clean Neighbourhoods & Environment Act 2005 questionnaire – Clerk to respond re local concerns.
£150 from Elected Members’ Community Budget for Lympsham Youth Club – PC to receive cheque.
Minimum of £1,000 to be donated to Lympsham Tennis Club re renewal of wiring (Proposed: J. Hinton / seconded P. Guess)
             – update required on responses from other sources.
Following letter & annual report from Acting Treasurer of PCC, Chairman proposed raising donation towards upkeep of churchyard to £600 (seconded J. Hinton).

100855 Clerk’s salary £385-68; 100856 Lympsham Sports Club (Donation re road & car park lighting) £732-98.
