  DRAFT Minutes of Lympsham Parish Council Meeting, 14 November 2005

COUNCILLORS PRESENT: Chairman, Capt. R G Evans, Vice Chair Mr S J Isaac, Mr J Hinton, Mr B Davis, Mrs E Male, MINUTES were taken by Clerk
96/05 Apologies: Mrs J Santo (daughter ill) . Mr B Gooding (family birthday) County Councillor Alan Ham, District Councillor Andrew Gilling ( pressure of work) ); these were accepted by the Parish Council
97/05 MINUTES OF PREVIOUS MEETING were confirmed and signed.
98/05: MATTERS ARISING/FOR REPORT FROM PREVIOUS MEETINGS
• Wessex Water- Jonathan Barker updated the PC: Main points: Ferry Lane to be undertaken by Environment Dept.; verges by D Gardner; PC to ask Highways to repair South Road , Wessex Water may contribute. WW will inspect whole village road surfaces with PC to agree what needs re-tarmacing.
• HGV Traffic along Rectory Way- Speed panel revealed about 350 cars a day exceed 20mph limit by up to 10 miles an hour, almost none do over 40. HGV survey currently in place.
• Lympsham School- nothing to report.
• Playground/ general maintenance report- Clerk to ask Delta Engineering if quotation is supply and fit. Decided on 1250 mm height with hoops. Gate has been repaired. Nuttall Trust will decide soon on application for repainting of railings.
• Footpaths- Chairman and Steve Isaac have completed survey. Clerk to type up and submit to SDC. PC has been granted £645 to print booklet, Chairman to obtain firm quotation for footpath notice boards and submit application for community grant to Cllr Alan Ham
• Manor Hall Report - nothing to report
• Highways- No reply yet on Mrs Smithers’ suggestion
• The Crescent Drainage No reply yet from SDC.
• Carbase PC still awaiting reply from Enforcement Dept.
• Travellers- Clerk awaiting details of visit by Gypsy Liaison Officer.
• Trafalgar Day – Clerk reported very positive feedback from the village and requests for further events. Cllrs Hinton and Male agreed to help in future. Clerk suggested annual St George’s Day dinner.
• Village Plan- Clerk informed meeting that Village Plan should not normally be prepared by PC., although Cllrs can be involved. Clerk is awaiting documents which may help. Chairman distributed previous plan - to be discussed next meeting

99/05:CORRESPONDENCE OF NOTE List previously circulated and noted. Council Tax Consultation: no one can attend; Parish Reception: no-one can attend; Coastal Parishes; Steve Isaac to attend.
100/05 PLANNING Replies from SDC on amendments requested post- permission. Clerk to copy to Haggertys and Busleys. Permission refused to Freemans, Pagets and Freedmans noted. No obs from PC: Hancock and Cooke: Erection of car`port and store, partly on site of existing (to be demolished)
101/05 FINANCE REPORT: Current Account: £2133.82 Savings Account: £14,464.71 Petty Cash: £118.72 Player Mason Account: £2022.05
