Minutes of Lympsham Annual Parish Council Meeting, 24 April 2006
COUNCILLORS PRESENT: Chairman, Capt. R G Evans, Vice Chairman,
Mr S J Isaac, Mr B Davis, Mrs E Male, Mr J Hinton, Mr B Gooding,
Mrs J Santo
ALSO PRESENT: District Councillor Mr A Gilling, members of the
public.
IN ATTENDANCE: Clerk to the Council
Apologies: County Councillor A Ham sent his apologies which were
accepted by the Parish Council.

AA03/06 Chairman’s Report & Annual Review
The Chairman thanked the Parish Clerk for running an efficient
budget and David Edworthy for preparing the audit. He outlined
the following areas of current or impending action: Rectory Way
HGV/speed restriction; on-going discussions; Wessex Water reinstatement
of verges and road surfaces; re-opening of long-closed public
footpaths and publishing of new walking guide; Village Plan. Achievements
of the past year: Planning Applications, 42 received of which
the Parish Council objected to six submitted by three applicants;
13 Grants were made to causes of benefit to the village including
two substantial ones to the Cricket Club and Manor Hall; Playground
was regularly inspected and maintained, thanks to, Brian Davis,
Jayne Santo and the Clerk; Trafalgar Night, thanks to Clerk and
Committee; railings on Lympsham road repainted; Chairman thanked
Lyn Watson for taking on the shop and Post Office from Rick and
Val. Events of Moment in the past year: The Chairman noted with
great sadness the deaths of Henry Counsell, Douglas Hannah and
Tony Sims, all of whom served on the Parish Council during their
long lives in the village. Special Thanks to Dave Prowton for
his work in keeping the village so well tended, the Cricket Club
for their care of the Village Green and the WI for their new flower
trough. Thanks to all village organisations: Sports Club, (15th
year) Cricket Club, Tennis Club, Women’s Institute (69th year)
Men’s and Ladies’ branches of the Royal British Legion, Manor
Hall committee, Parochial Church Council and the Bell Ringers,
Village Fête Committee and James and Lisa Counsell, Harvest
Home Committee; Lympsham School and Friends of Lympsham School,
Lympsham Pre-School Committee, Village shop with Lyn and the Shop
Committee and the Gardening Club.
The Chairman thanked his fellow councillors for their support
and sensible advice, County Councillor Alan Ham and District Councillor
Andrew Gilling for their support and attendance at meetings, and
the Parish Clerk.
AA05/05 Open Forum. As all matters also appear on the regular
meeting agenda, the Chairman deferred questions to then.
